Building an ADU in Meridian, Idaho
Meridian is one of the fastest-growing cities in Idaho, and much of it was built in the last few decades: subdivision lots with fenced backyards, three-car garages and HOA covenants. That shapes what kind of ADU fits and how to get it approved.
Idaho's 2026 ADU law and Meridian
Idaho Code ยง 67-6541, added in 2026, applies to cities with more than 10,000 residents, which includes Meridian. By February 1, 2027, those cities must allow one internal ADU, or one detached ADU in the rear yard, on each single-family lot. Projects that meet the city's standards are approved administratively, by right. The law bars owner-occupancy requirements, most parking requirements, ADU size caps below 1,000 square feet or 75 percent of the main home, and fees higher than for other single-family homes.
Cities are updating their codes ahead of that deadline, so we confirm Meridian's current standards with the city's Community Development department for your address before design. Building, fire and utility codes still apply in full.
HOAs and CC&Rs
Many Meridian subdivisions have covenants that address outbuildings, rentals, exterior materials and colors. The state ADU law limits what cities can require, but private covenants are a separate question. We read your CC&Rs at the start and design an ADU that matches the main house's materials and roof pitch, which usually makes HOA review straightforward.
What fits a Meridian lot
- Detached cottage in the rear yard: works on deeper lots where setbacks and easements leave room behind the house.
- Garage conversion: a three-car garage can often give up one bay to an attached studio with its own entrance while keeping two for cars.
- Attached or internal ADU: a bonus room, basement or wing with a separate entry, common for multigenerational families.
Utilities, irrigation and easements
Newer Meridian homes usually have modern electrical panels and nearby sewer, which keeps utility costs down. The constraint is often what runs along the back fence: pressurized irrigation lines and utility easements that can't be built over. We locate them on the site plan before we place the unit.
Designing for Meridian's climate
Hot, dry summers and cold winter nights mean the envelope matters. We specify continuous insulation, efficient windows and a ductless heat pump sized for both seasons, and design roofs for local snow loads. West-facing glass gets shading or low solar-gain glazing so the unit stays comfortable through July and August.
Permits
We prepare the site plan and drawings, submit to the City of Meridian, and schedule inspections through final approval. If you're outside city limits, Ada County handles permits instead.
Common Meridian ADU projects
- Multigenerational suites carved from a bonus room or ground-floor wing, with a separate entrance and kitchenette.
- One-bay garage studios that keep two bays for cars and storage.
- Rear-yard cottages on deeper lots, designed to match the main home and the subdivision's covenants.
Planning around a busy household
Most Meridian ADU clients live in the house during construction, often with kids and pets. We stage materials in the driveway or side yard, keep the work zone fenced, and schedule noisy work for weekday hours. For attached units, we sequence the work so the main house keeps water and power, and seal off the construction area to keep dust out of living spaces.
Renting an ADU in Meridian
Meridian's growth, schools and access to I-84 keep long-term rental demand steady. For a rental ADU we recommend durable flooring, solid-surface or quartz counters, a stacked washer and dryer, and good sound insulation between units. Check your covenants for rental rules before you plan around rental income.
Before you call
Have your address, your HOA's name and a copy of your CC&Rs if you can find them. A plat or survey, photos of the backyard and side yards, and a photo of your electrical panel let us give you a useful first answer about what fits.

FAQ
Meridian ADU questions
What size ADU fits a typical Meridian lot?
Rear-yard cottages of roughly 400 to 700 square feet fit many deeper lots, depending on setbacks and easements along the back fence.
Who issues ADU permits outside Meridian city limits?
Ada County handles permits for unincorporated areas. We confirm which office applies to your address.
Can my HOA stop me from building an ADU in Meridian?
Private covenants are separate from city zoning. Read your CC&Rs first; many address outbuildings and rentals. We design to them where we can.
Does Idaho's ADU law apply in Meridian?
Yes. It applies to cities over 10,000 people, with a February 1, 2027 deadline for cities to update their rules.
Can I convert one bay of my three-car garage?
Often, yes. One bay can become a studio with its own entry while the other two stay garage, subject to fire separation and city review.
